New Regulatory Innovation Office to Accelerate HealthTech and UK’s Fastest-Growing Sectors

Today, the Department for Science, Innovation, and Technology (DSIT) announced the launch of the Regulatory Innovation Office (RIO). Committed to in Labour's manifesto, the RIO aims to ease the burdens faced by businesses seeking to introduce new products and services in some of the UK’s fastest-growing sectors, including HealthTech.
Established within DSIT, the RIO will integrate functions from the Regulatory Horizons Council and the Regulators’ Pioneer Fund. It is designed to support regulators in updating regulations, expediting approvals, and fostering collaboration across regulatory bodies.
Steve Lee, Director of Diagnostics & Digital Regulation, ABHI, said: "Regulation not only ensures patient safety but also shapes the UK’s reputation as a hub for healthcare innovation and investment. ABHI welcomes the Regulatory Innovation Office (RIO), a key step towards regulatory reform.
In our Spring 2025 Spending Review submission, we recommended that the RIO and MHRA conduct a rapid review of the system that supports how we carry out UK regulation in HealthTech, which can improve efficiency and support initiatives like the Software as a Medical Device roadmap. We look forward to collaborating with DSIT and the RIO to drive forward these important reforms."
In conjunction with today’s launch, the UK Government has responded to the Regulatory Horizons Council’s report on quantum technologies. We welcome this proactive approach to regulation, setting a precedent for responsible technological development across sectors vital to the UK’s future prosperity.
